ABR 11 Advanced Server Blocking UDP Port 4000?

I have just installed ABR 11 Advanced Server on a Windows Server 2003 machine that runs a DB program for the company and the users on the LAN connect from their workstations to this server to access the program and info. However after installing ABR 11 the users can not get to the program and server - (they can get to files and other items on the server just fine.) The program uses UDP port 4000 to connect to the clients. Does ABR use UDP 4000 too? and how can this be changed?
