Size of drive required to clone partition

I need to clone the entire contents of a drive PARTITION onto a new stand-alone drive.

If the partition is 500GB in size would a new 500GB hard drive be large enough to create an exact clone?

I am asking for confirmation because the usable space is normally less, etc and I do not understand enough about the technicalities of partitions, etc.

As long as the used space on the 500GB partition is less than the maximum size available on the new 500GB drive you should be able to do the copy. Most 500GB drives end up with around 465GB of space.
