can I copy a backup to create a backup.

I am now taking all photos that come into "my photos" and backing them up weekly to an external HD. For extra precaution, I would like to take the information from that drive and copy it again to another drive. Can that be done?

Millard, most photos are already in highly compressed format and don't really benefit from being backed up by using any backup application like Acronis that tries to compress the files and store them in container files.

This is where using a file / folder synchronisation application would probably work better for you and allow you to 'backup' (sync) your photos to as many storage drives as you wish for security and protection, plus would also be a lot faster once you have done the initial first full operation.

There are lots of different sync applications with a mix of free and paid solutions that you could choose from.  I use one called SyncFolders that is free for non-commercial use, but you could also use the free RoboCopy tool that is integrated into Windows.
