Partial disc saving: everything EXCEPT the Operating System

Thread needs solution

Hey, folks! My Dell computer is a piece of crap and is messing up in all kinds of ways. They won't replace/fix it. So I have to buy a new one. I want to move everything from the Bad PC to the new one EXCEPT the operating system. All files and (especially) Programs and apps, but again, not the OS.
Is there a way to do that? Back up everything to an external drive and then install it on Windows 10 on the new computer....
And if there's a way to talk to a human, I'd appreciate that as well............

thank you for your posting! With Acrponis True Image, you can back up and recover individual files/folders or partitions/disks, selecting only applications is not possible, please refer to https://kb.acronis.com/content/1832 

The main reason is that you cannot just copy installed programs to a new operating system. To function properly, programs have to be installed using the installation routine to write various configuration settings and to set up configuration files in proper places. Even if you copy the contents of Program Files folder to the new system, most programs will not function because during installation additional data is placed to other folders and to Windows registry.
