Boot failure--MBR recover?

TIH 2013

Win7 machine failed to boot with 'boot loader' message. I used the Acronis boot disk, clicked Windows which opened successfully.

If I restore JUST the MBR, is that where the boot loader resides? IOW's, is restoring just the MBR a solution to the above problem?
