Can't create Rescue Media to SanDisk Ultra USB3.0 64GB USB drive?

I tried to create a rescue media to SanDisk Ultra USB3.0 64GB USB drive, but it keeps having failure.
When I try to create the rescue media, the option for Format the selected media and permanently delete all data always pop up. If I don't tick the checkbox, I cannot proceed to format the USB drive. However, even if I proceed, it FAILed to create boot media. Unable to format media.
But this same USB drive has no problem. When I try to format under Windows regular format, it can be formatted. Also, read/write to this USB drive is perfectly fine.
I tried to take another USB drive (this time only 4GB, and also a SanDisk but with USB2.0 capability only). Performing of rescue media is fine.
What is the problem? the 64GB USB drive already pre-formatted with exFAT format.

I ran into a similar problem and to resolve it I had to download a 3rd party tool ( I don't recall the name of it) that would allow me to format with FAT32, and that did the trick for me. The exFAT format would not work for me either.
