Q about the restore process

I have been doing backup and restore of the windows partition within windows or with a bootable disk.
I am just curious how the restore process occurs.
I am wondering whether the existing windows partition is deleted before writing a new backup (tib) file or the new backup (tib) file writes over the existing windows partition. Thank you.
