System clean-up does not seem to be working

I tried to run the system clean up and it wasn't deleting the Recycle Bin files. I manually deleted them and later ran a test of 1 file in the bin and the clean-up seemed to work. However, whenever I start up the clean-up, it says that 209 files are found regardless of the fact that I just finished running it. It looks like at least 209 files are not being deleted.
