TI 14 will not start

When installed first it did now it says a problem caused it to stop working. Win 7 64 bit

What does that mean? Is there a problem with the dll file? Have white listed it in security programs just in case and tried safe mode. I also tried googling the exception code but did not find anything of help though a lot of people seem to have that problem.

Reinstalled and it worked. Why does it work when reinstalled?
