Is Universal Restore on WinPE disk source specific?

I have created a WinPE disk from ATI 2013 Plus pack on my PC. Can the disk now be used on any source PC to transfer system to another. For example can I now use the same disk on my laptop to transfer the system to another laptop (with dissimilar hardware). Or do I have to create another WinPE from my laptop.

I would assume that the disk created can be used standalone anywhere however I was unsure during its creation as to what files might be transferred to the disk from the source PC.

Please note that I am not trying to avoid any licensing issues as my laptop also has ATI 2013 plus pack installed.

Yes it can. WinPE media doesn't include any drivers from the source machine by default, so by default it will be built the same on any machine (with the same WAIK version). If it fails to boot or detect the hardware on the machine, only then you will need to to add necessary drivers.
