Using Universal Restore to clone Win 7 laptop to Win 8 laptop

I'm trying to clone my old Win 7 laptop to my new Win 8 laptop. I want to wind up with a new Win 7 laptop.
I've tried restoring twice, and both times it has failed. After the restore, the laptop, which looks like it's trying to boot Win 8, will not boot properly, and I get a "Retry / Advanced Options" error message.
Are there any special steps I need to take to do this upgrade (i.e., new hardware AND different OS)?
