Why is there a 2GB file size limit when backing up to a FTP server?

Your documentation states: "An FTP server must allow passive mode file transfers. For data to be recovered directly from an FTP server, the backup must consist of files no greater than 2GB each."
Where does this limit come from? What does recovering directly from an FTP server mean? If the backup data resides on an FTP server, how else might one do a restore/recovery?
