Installer hangs while installing ATI 2013 OEM

Hello. Every time I try to install the Acronis True Image Personal OEM 2013 on our products the installation always hangs at "Registering modules". Eventually I have to close the command window. I've made sure to run the installer as an administrator and this is a fresh installation of Windows. There is no antivirus installed and Windows Firewall and Windows Defender are both disabled.

After the installer hangs and I close it manually, it looks like Acronis was installed correctly but the OEM image doesn't get created when I reboot. After rebooting the system I can run the installation again and everything works as expected. The installation completes and the OEM image gets created after rebooting. However, this doesn't lend itself well to scripted installation in our production environment and we really need the install to run successfully the first time.

The OS is Windows 7 64-bit. The version of the installer is 16.0.0.6306 (atih_installer_sb_s_e.exe). I've attached the logs generated with the /log switch. Any ideas what is failing with the installation?
