Keyboard and mouse not working on restored windows 8.1

Thread needs solution

After I restored my computer from a backup the keyboard and mouse will no longer function. The restore was from a backup of the same system without any changes to hardware. I've tried the method of creating a scheduled task to run the USB .bat file but to no avail. What's strange is that the USB keyboard and mouse function normally if I move them to the USB 3.0 ports on my motherboard, it's just the USB 2.0 ports that won't work, Windows makes the sound of a device being plugged in but the mouse and keyboard still won't function. Furthermore other devices such as HDDs are detected properly by windows. I'm using Acronis True Image HD.

Either Windows is does not recognize these devices so it cannot find the drivers for them or the drivers do not exist or are corrupted for them and need to be installed or reinstalled if you will to regain functionality.
