I'm having the same problem with WinPopUp not working. I just resolved the email notification issue so I at least have one notification working. If WinPopUP relies on the Messenger service, it will not work, based on the info I provide below.

One possible answer for you - See this topic thread for help: http://kb.acronis.com/content/2049

Additional things to think about: I think you probably have the Windows Messenger disabled. This was a security hole/problem from quite awhile back and could be exploited so the "recommendation" in the IT community was to turn it off/disable. Patches came out thru the years, but it was simply best to turn the stupid feature off to avoid the risk. Most people never even knew this service was out there lurking and it wasn't used for many things from a support/IT role. Don't confuse Windows Messengers with MSN Messenger (IM chat tool) as they are two completely different things.

FYI - this may help you further with background information on the issue: http://www.microsoft.com/technet/security/bulletin/MS08-050.mspx and http://www.microsoft.com/technet/security/Bulletin/MS04-010.mspx

I haven't tested this any further as I'm not willing to turn on the Messenger service. Hope this info is helpful.
