TIH 2011 PP does not prompt Universal Restore

I'm attempting to recover a partition to a 'new' computer using TIH 2011 with PP. I believe it's installed properly since I see the Plus Pack on the splash screen when I backup, and when I CD boot on the 'new' machine. But, the 'new' UI doesn't look at all like any of the examples making it difficult to know if I'm doing things right.
Of my concern is that the 'universal recovery' selection box that I'm supposed to see when the "Choose Recovery Method" selection button appears isn't there. I've noticed that this has been an issue but haven't seen resolution (and I clearly don't have a version that resolves this issue). Can someone 'steer' me to a solution as I'm unable to recover my partition on the 'new' machine. thanks!

There are several possible reasons for this issue. We have all of them described in this KB article. Please follow the instructions mentioned and see whether the issue persists.

That type procedure is best performed when booted from the Rescue/Recover CD. If you boot into the CD, the Univesal Resotre option should be available.
