What is the different between Depot Administration and Depot User in a central Depot Managament?

What right are different?

Vault administrators can perform all operations will all archives in this vault. Vault users - as described in http://www.acronis.com/support/documentation/ABR11.5/index.html#12850.h… - can work only with their archives (or vaults from their machine if they are local admins)
