Task Start Condtion SKIP does not create a log entry

Where a Task Start Condition is set to skip the task if the condition is not met, shouldn't a log entry be created to document the fact that this occurred?

It appears that no log entry is created in Update 4 (38774).

As far as I know there are no such requirements and it's not mentioned in the userguide, so it most likely shouldn't.
