Does the Workstation Backup work with the ABR10 management console?

& Lastly does the deduplication actually work in Workstation?

Right now Deduplication is not usable on our ABR10, so I would expect the same on the workstation product.

Backup and Recovery Workstation is shipped with Management Console - the console is a part of it. In case of Backup and Recovery Advanced Workstation, you can connect to that agent remotely using Management Console from any Advanced version of B&R ( server, workstation, SBS server) installed on another computer (strongly recommended - of the same build number)
