I purchased ABR10AW last week and have yet to install anything. This week, ABR11AW was released, so I was eligible for a free upgrade to the new version. So instead of installing ABR10AW and then upgrading to ABR11AW, I want to do a clean install and just go straight to using the new version. I entered all my ABR10AW license keys into my account and did the upgrade of the license keys to ABR11AW.

So when I do the clean install, since the ABR11AW are upgrade licenses and I don't have any installs of ABR10AW in my environment, do I have to deploy both the old license key and the new upgrade license key to my client computers? Or do I just need to deploy the new license key when registering the client agent in the Management Console?

You need keys when you install Agent. If it doesn't recognize ABR10 + ABR11Upgrade licenses from license server, enter them both during installation manually, it is possible with Advanced versions now.

Firewalker96, dev-anon is absolutely correct. You can either install the program specifying the keys manually or install the license server first and add ABR10 and ABR11 keys to it.
