Windows 11 - Try&Decide - No persistent changes after reboot?!

Thread needs solution

If I enable Try&Decide, make a few changes and reboot my system does one of three things:

1) Reboot as normal with all changes discarded and no prompt to keep them

2) Reboot to a "Windows didn't start properly" screen, and upon selecting reboot, the same behaviour as above.

3) Reboot to "Scanning / repairing disks" screen and when booted all changes are discarded.

Is this just not compatible with Windows 11? Where am I going wrong?
