Recover file from backup

I have a question: If I create a backup on a system that is having issues, if I then load a clean build of the same version of Windows & applications on the same hardware, can I then copy say my Outlook PST file, and other files without having permission issues? The reason I ask this is because I had a backup done on Windows 7, and I tried to copy some file back to Windows 10 on the same hardware, and got a message that I did not have permissions even see those files.

You need to take ownership of the files. Google "NTFS Take Ownership" to possible resolve

Have you tried using the bootable recovery media to do this?  In Windows it might be necessary to take ownership of the entire hard drive rather than just a specific folder/file.

Good suggestion, but the issue is that the backup that was causing the issue has been deleted months ago. Now i am having an issue where i want to blow away the boot/Windows disk and re-intall a clean os. Because i had trouble before, I dont want to run into the same issue again. 

BTW, in the past I used Symantec desktop recovery for years to do this with no problems. But now this software does not work in Windows 10.
