It looks like it could belongs to
Intel(R) 7 Series/C216 Chipset Family SATA AHCI Controller
PCI\VEN_8086&DEV_1E02&CC_0106
Depending on the machine in question, you may need to actually grab the chipset driver and not just the IRST drivers. What make/model of system are you using? If it's a Dell, chipset drivers are usually available individually. Some other manufacturers also provide it.
Also, I'm wondering if it might help if you build WinPE UR rescue media and include the IRST drivers in it (for the WinPE) The WinPE, especially if build with Windows 10 ADK should have better out of the box driver compatibility for most Windows computers, and espcecially those using RAID as the bios SATA mode and/or newer PCI NVME hard drives. We've built an MVP tool for building WinPE with Acronis True Image that adds IRST drivers by default, but it currently only works with Acronis True Image. If you build the WinPE for UR though, there are options to add drivers in the build when using the UR rescue media builder though. See screenshot. the UR media builder is not part of Acronis when you launch it, it is it's own builder...
C:\ProgramData\Microsoft\Windows\Start Menu\Programs\Acronis\Run Universal Restore Media Builder.lnk
which goes to
C:\Program Files (x86)\Common Files\Acronis\UniversalRestore\UniversalRestore.exe
