The simple answer is 'Yes!' but the more honest answer needs more information in order to confirm that 'Yes!'.

What in particular are you wanting to do by booting from a USB Acronis disk (by which I assume you mean the Acronis bootable Rescue media)?

What type of internal disk drive do you have in your Surface 3 tablet?

Which version of the Acronis Rescue Media are you considering using?

You have posted in the ATI 2018 Forum but is this the version of ATI that you have or will be using?

The reason for these questions is as follows:

There are different types of Rescue media with different capabilities for working with newer hardware components.

The older Rescue media is based on a Linux Kernel and may not have support for newer NVMe M.2 SSD drives, and does not support those drives working in RAID mode.

The newer Rescue media (with ATI 2018 as default, as an option with older versions), uses Windows PE as the boot OS and can have additional device drivers injected to support new hardware and disk connection methods such as RAID.
