Is it possible to exclude all personal files from a system backup? I would like to backup my system and programs but not all of my personal data files. I back those up daily.

Yes it would be possible to do so. However, in doing so you may have a backup that when recovered does not allow you to log into windows.

A better solution is to move documents, pictures, videos to a separate partition. This allows you to backup user files separately from the OS partition.

You can move the Documents directory: navigate to C:\Users\{your user name}\Documents, select the folder and right click, then click on Location Tab, which shows the current location. Then click on Move, then select the folder to which you want to move the directory, then click on apply. Do the same for you other user folders such as downloads and pictures.

You would definitely want your profile to be there if needing to recover.  However, you could exclude certain folders in a disk/partition backup, such as "documents", etc.  

Otherwise, then yeah, I'd redirect your profile to another disk and then those files just wouldn't get backed up anyway if you pick a specific disk to backup up (the one with the OS on it), but the files live on another disk with a symbolic link in Windows to the other location.
