ATIH2012_Rel2- NonStop Backup does not stay OFF

I and my clients are having continuing bad problem - ATIH2012_Rel2- NonStop Backup does not stay OFF. So on older or smaller netbooks, the PC is slowed so badly my clients cannot do useful work!
This is particularly a problem when loading the new release or repairing, the NonStop Backup is again turned on. I have been turning off the Service "NonStop Backup" and then disabling, but on a large number of clients it turns back on again.
How can I fix this problem? Thanks! Howard
