Cannot reinstall after uninstalling 2015

Running 2015 with dell laptop, windows 8 64 bit with wd external 2tb hd
Running full backup once per week.

Last week would not finish. Checked drive all was ok , had lots of space.

Could not STOP OR CANCEL backup.
Checked forums. Tried stopping and cancelling but would not happen.

SO I uninstalled 2015 thru add and remove programs.
Then downloaded latest 2015 and tried to install
get the message:
The service cannot be started, either because it is disabled or because it has no enabled devices associated with it.

Did a registry check but all is ok.
I do Have a valid license. Was purchased October 2015. Product is running fine on my desktop and other laptop that have external drive.

So what am I missing.
