convert two full backups into one full and one incremental

I'm wondering if the following is possible.
1) I have full backup number 1 from T0
2) I have full backup number 2 from T+7
3) I want to restore backup number 1 and re-save it as a full backup with an incremental scheme, let's call it NewBackup1
4) I then want to restore backup number 2 and create a new incremental backup which records the differences between NewBackup1 and backup number 2, thereby creating the start of a new chain.

I've tried to to this but I can't find a way to add anything to NewBackup1. It only gives me the option to restore, not to backup. I've tried revalidating NewBackup1, again no luck. Also there doesn't seem to be any opportunity to consolidate.

Can anyone help me with this. Perhaps I'm missing something really basic.

I don't think what you want is possible. You can't merge images. However, you could restore one backup and then copy out select files-- this won't work for programs but it will work for data files.
