Crash on startup -- possible install error

I am unable to start the program. It crashes immediately. I upgraded from Home 2012. I have tried uninstalling and reinstalling and rebooting several times. When I install, I get a popup error saying schedhlp.exe has stopped working. I also get a popup saying Windows can't access TibMounterMonitor.exe because I dont have the permissions to access it (even though I am admin). After I close those messages it says it has installed successfully. However when trying to open the program it crashes immediately saying it has stopped working. Tried rebooting too. No change. I tested this permissions thing by navigating to the C:\Program Files (x86)\Common Files\Acronis folder and I found many of the folders in there I cannot open saying I dont have permission to access them. I tried changing the security settings on them but it won't let me. Odd considering I am using the administrator account.

Run the 2012 registry cleaner and then try installing 2013 - make sure you reboot between the clean and the installation of 2013.

RUn the cleanup utility, then run msconfig: disable all non-Microsoft services, and all startup items. Reboot. INstall 2013 as an admin. Make sure it is running properly. Then use msconfig and in the first tab, revert to normal startup. Reboot. Confirm that the installation is working normally.
