Do I get any concession to get TI 2016
I on my home computer had TI 10 then 11 and 12 (I have licences I could see on my Acronis account) with Win 7.
I have upgraded my computer to Win 10 professional.
Do I have to purchase a full licence of TI to the same computer now runs on Win 10.

If you are willing to wait a little longer, Acronis will be releasing the new ATI 2021 version in early autumn where if you buy ATI 2020 within 30 days beforehand you would qualify for a free upgrade.
You could also participate in the current ATI 2021 Beta program and take advantage of any discount offered to users when the program ends.
