Every backup is FULL in spite of VERSION CHAIN setting

All my backups are set to use the "version chain" scheme. For backups where I have selected file FOLDERS, this works as expected.
However, for backups where I have created a custom file type - such as *.PSD - and backed up only those files, every backup is a FULL backup. This is eating up all the space on my backup drive!
How can I enforce the "version chain" setting, please? Thanks,
