Using Windows Explorer should allow you to open a backup file and access individual files within the backup.

TI will not help nor can it install apps from one platform or OS to another. If you desire to install apps into an OS you must use the install file for the app run from inside the OS in which the app is being installed.

What about recovering all OS in another machine include Apps ... Apps will needed re install?

You can recover an entire system disk image including apps to a different machine however, the Universal Restore option must be used to do so and the user must have all necessary drivers available on some form of media such as a USB stick for the different hardware on the different machine.

restoring in same machine - what options must choose, Apps , drivers etc restored - win 7 (mainly 7) or win 8?

You have lost me, I have no idea what you are asking nor what you are trying to do.

I mean backup and after PC failure restore - Not change machine... - what options must choose, Apps , drivers etc restored - win 7 (mainly 7) or win 8?

To restore the backup of Machine A to Machine B, you need the drivers of Machine B for the Operating System of Machine A (indeed, the OS of Machine B will be replaced by the OS in the backup). There is no way to just restore the apps without the OS. It is however possible to restore user content (files) without restoring the apps+OS

To restore to same machine [A -to-> A] (restore same PC) drivers are get backup - so NOT needed separate install like from A-to->B (restore differ PC)...

this is correct
