Notification Test works but fails when clicking apply

I setup a new installation of TI2015 on two computers. I tried to configure the email notification for the backs. When I enter the recipient email address, the outgoing mail server and if I use SMTP authentication I enter a user name and password which work for email in outlook, the test fails. I have noticed similar issues with earlier version of ATI2011 and ATI2013 where the email notification used to work fine but in recent months have stopped working. I have also attempted to use my gmail account settings to send out the emails but this also fails the test.

What is the solution??
