Problem with the increasing size of tib during restore

I am trying to restore window 8.1 partition (created on SATA drive) to 32 SSD drive which came with a new computer.

Here is what was happened. Windows 8.1 partition which I created was backed upas "Win8_01c_full_b1s1_v1.tib". The backup size ws 13.02 size (see the red arrow on the left panel in the attachment). I tried to restore this small backup onto 32 GB SSD drive.

During restore (acronis 2013 version), the backup size (13.02 GB) was automatically expanded to 26.8 GB (see blue arrow in the attachment). My question is how come the 13 gb tib jumpted to 27gb size during the restore process. I repeated the similar process three times (including restores within windows and also with a bootable acronis CD). I got the same results. It seems that during the restore a tib, Acronis automatically addes up an extra 14 GB to the tib. Is there a way to keep tib from expanding to bigger size? Does anybody have answer why the tib becomes bigger during restore.

One possibility is:
Most likely,the 13 is the compressed size of the backup and not the size of of the original partition.
Most likely, the new larger size is the size of the partiton being created to match the same partition size as original.

Another possibility is if the restore was a disk option restore, the partition on the target drive would be enlarged to consume all thes space.
