Restore TI image of a physical drive to XP virtual machine

I'm trying to convert an XP image to a virtual machine (Virtual PC hosted on XP) using the recovery disk and the TI image copied to an available folder within the XP virtual machine. (I have the Plus Pack).

I should be able to recover the image to the virtual machine. However when I trying to recover the image I get an error:
'This is not the last volume of the backup archive'

I am using a new image made of a physical drive, and was able to recover to another physical drive using the same image. There is only one volume.
Any thoughts?
