tib as good as physical drive

Hello Forum users,
i had a drive hooked up to a cctv system, we had a burglary and somehow they manipulated the drive file system so no footage was available of the incident. (it did record)
i used true image 2013 i think and backed up the drive prior to sending it off to a recovery company,
unfortunately it never arrived at the company. and now all i have available is the tib file.

so my question is will the missing .dat files be recoverable by experts from the tib file that i made from the drive?
