Are the times next to my backups my time zone which is Eastern Standard Time?
They seem off.

I've found that when I make a Backup using the Rescue CD the timestamp on the resulting file is 8 hours off - I forgot in which direction. But if I make it from True Image within Windows the timestamp is correct.
You can correct the time, if it concerns you. Do a google search for FileDate Changer - it's free.
