Unable to install ATI2011 Trial on XP

I've tried installing the Trial of ATI2011 on these systems:
XP Home w/SP3, XP Pro w/SP2, XP Pro w/SP3.
The installer will not start on any of them
Unable to create an MSI Log as the program won't get to the first screen.
This file installs fine on a Win 7 system, and I've downloaded a new copy on a different system with the same result

ATI2010 installs fine on all three systems.

I get three Side by Side errors in Event Viewer every time I try to run the installer:

Any ideas on why this won't install?
