Universal Boot Disk (recover to different brand PC)

I tried to create a boot disk that would allow me to move my current PC contents to a different brand PC. I d/l and installed the required software from the utility menu . When I go to the utility menu again as told for this boot creation I get the d/l software screen again. I seem to be going in a loop at this time.
