Will ATIH 2011 backup and restore a raid array on a true hardware raid card?

I have ATIH 2011 with Plus Pack and I tried to set up a dynamic raid array, but I could not restore a test TIB backup file. I think I am going to get a true hardware raid card instead of the dynamic array for some of the HDD's, but want to know if my backup software will backup AND restore to and from the hardware raid array.

You will have to try. 2011 is pretty good at supporting common RAID controllers embedded in motherboards. The key test is to boot the computer on the recovery CD and verify that ATI sees the RAID disks as a single volume, and not as separate disks.
If something is wrong, you would have to create a WinPE-based disk (you can, since you have the Plus Pack).

I was hoping for something more certain (it definitely will work or it definitely won't work) as the card I am looking at costs approximately $350.

Unless you find a use with *exactly* the same disk controller, motherboard, cards etc., you will never be sure. This is the problem with imaging software: it relies on proprietary low leve drivers that bypass the Windows hardware abstraction layer, incompatibility risks are very high and performance become highly hardware dependent.
